21 May 2013, Divan Sha Nagar, Hubli,  Karnartaka, India:  Irfan M. Sannakki (21) with Pralhad Kulkarni, an Arogya Mitra councellor who has been the conduit to the government  VAS program. Irfan has been receiving treatment for a cancerous tumor in his right arm. The trainee electrician has had 23 sessions of radiation treatment with another 5 still to go. Doctors have told him it will take one and a half years for him to recover fully. The World Bank is financing the Vajpayee Arogyashree Scheme (VAS) that provides advisory and procurement level support to the Karnataka Government.  In turn the Government provides care for those below the poverty line and  covers the cost of their diagnosis and treatment.
